In order to deter somebody from something, you must follow these 3 simple rules:
1. You must build some means of deterrent that is robust, easily and quickly employable at any one time, and that terrorises your opponent sufficiently.
2. You must constantly maintain and refine your deterrence.
3. And, in order to be credible: You must exercise it from time to time by making an example of somebody.
However the nature of your deterrent: Use it—or lose it. There are NO exceptions.
